This paper is based on the project of the RTI platform research in Computer Simulation Resesrch Lab of Network Research Center at BUPT. The aim of the project is to achieve a RTI platform according to the specification IEEE 1516. At present, the project has set up a layered RTI platform which can be running flexibly on the COBRA infrastructure; the design on the primary functions of six service modules on RTI have been completed and implemented in C++. Further more, the RTI platform has been tested via a simple game which conforms HLA specification.This paper researched, designed and implemented the time management module on HLA/RTI simulation platform, this module is designed on the HLA/RTI layered architecture, and the structure of time management module is distributed. The time management module can provide the primary services deifined by the HLA specification and thereinto the logical time advancing service is based on the conservative advancing mechanism. This paper analysed the time management specification; designed the time management structure; discussed time management states; introduced the module component functions and LBTS computing. It also analysed the task distribution about tick (), and how to implement it. In the end, this paper discussed the time advancing optimizes arithmetic, and presented the implement flow.
