With the developing of computer technology and image processingtechnology, the simple text and sound information in traditional monitoringsystem can not match the need of people. The accepted developing directionof video monitoring system is to be more digital, networking and integrated.The network monitoring system is a new generation monitoring system,which is the combination of computer technology, image processingtechnology and communication technology. It represents the tide ofmonitoring system.At present, although there are various solution schedules of networkmonitoring system in the market, these productions are not very excellent inperformance. Traditional video monitoring systems are usually based on PCor workstation platform, the implements of system video encoding andnetwork transmitting depend on software entirely, and there are commonlysome disadvantages such as high configuration demanding of system in thesesystems. The preferred schedule of most embedded systems adopts SCM.Because of plenty periphery equipments integrated on chip, SCM has goodcontrol ability. But such schedule only adapt to these systems which have lowamount of data processing and operation.There is also much insecurity in existed video monitoring systems, suchas having no safety protection in transmitting of secret information, whichmay damage the benefits of corporation, society or the country. Now, mostvideo devices adopt standard encoding format such as MPEG4. Because ofadopting these open standard arithmetic, the compressed informationtransmitted through network tend to be too easy resumed once being capturedto ensure the security. It attaches importance to haw to ensure the securityand secret in video transmitting increasingly. At the same time, thevideo-telecommunication has a strong vitality in the market as a risingapplication with the developing of telecommunication, and it has a widerforeground with the expanding of needs of market.Digital signals processing technology develops rapidly, that makes theperformance of DSP became higher and the cost lower continuously, and thetechnology regards as the hotspot of many industries gradually. DSP is theshortened form of Digital Signal Processing or Digital Signals Processor, it isa rising subject involved many other subjects and used widely. In real-timesignals processing, it has virtues of reliability, stability, high precision,programmable, using repetitious and integration.Adoption of DSP-based embedded system can solidified arithmetic onthe board;both the efficiency and stability can be improved. Integration ofimage compressing and processing makes both the volume and the cost ofproduction reduced. DSP-based applications are compatible to other devicesbased on modern digital technology and have convenient interface, can beconnected to earth net directly. The developing can be flexible and thesystems tend to be easy to debug and integrate by using programmable DSP.Transmitting efficiency can be improved within the limited networkbandwidth by using telecommunication technology. Therefore, developingthe network camera independently can resolve above problems well.This paper designed and realized the hardware of network camera basedon high performance DSP of TI by using image processing, digital signalprocessing and network communicating technologies. The monitoring systemcan work without operating system in high real-time and stability. At thesame time, reasonable selection of chips reduced the volume, the powerwaste and the cost greatly. The system combined core DSP with videodecoder and exterior memory working together, then transmitted thecompressed signals to network port after conversing analog signals capturedby photography to digital signals, and corresponding end received the signalstransmitted though the broadcasting station finally. Receiver could displayand monitor after decompressing the video data. Transmitter could encryptthe data by encryption algorithm for increasing security and receiver decryptaccordingly. This paper designed hardware schematics independently on thebase of ensure the system performance, then designed PCB according to theschematics, then made the final DSP board, and program the bottom softwareaccording to given hardware. That made the system tidy, increasedmaneuverability, integrity, stability and reliability, reduced the total costs ofproduction. Running the wavelet compressed algorithm could increase thesecurity in information transmitting procedure.The system can be applied to police and court department, oil field andreservoir, environment protection and forest fireproofing wirelesssurveillance, wireless TV broadcast car and war industry etc. Especially inoutdoor environment, the product has excellent performance.
