With the rapid development of computer network and communication technologies, digital video technology is more and more popularly utilized in communication, and digital video technology has become an indispensable part of the everyday work and life of human beings gradually. The combination and improvement of digital communication technologies and video technology promote the development of multimedia communication greatly, and transmission of video information in the communication networks is the research focus in this field.Generally speaking, there are noises in the transmission channels, e.g., Internet, wireless channel, and data packets may lose in the packet-switched network. For these reasons, it can't be ensured that there is no error in the video transmitting network, and it can't be avoided that error comes out in the video data when transmitting. Since compression coding technology is adopted in the digital video information, it is relatively weak in anti-disturbance. The video communication system is a real-time system, and the error in video communication can not only reduce the Quality of Service (QoS), but also make the whole video communication paralyzed. To ensure to get the QoS and reduce the effect of error in the video transmission, we should do error reconstruction in the process of video transmission in order to it.Because of the restriction of coding delay, the complexity of realization, the usability of the fine source model, there still exist some statistic redundancy in the compressed video bit streams; in source coder the error resilience is combined, some redundancy is spared to the coding bits to estimate the lost data; human sense can be tolerant acceptable from some distortions of the signal. They all can be used in the error concealment technology. Error concealment is a common problem of the image resilience. Since the error comes in the compressed bits, the corrupted picture in the pixel domain is not uniform and these errors need to be concealed by special approaches. As we know, because the prediction coding and variance length coding are widely used in the video communication systems and standards, a single bit error can order to a large area of corruption.
