Requirement Engineering has attracted more and more attention of people, when it came to 1990s. Requirement Capture as the most important part of Requirement Engineering developed rapidly during the time. Use case is a requirement capturing technique in UML, and it is widely used with UML. It describes the interactions between external actors and the system under consideration by simple graphical notation and natural language. What UML provides is how to properly use Use Case, UML doesn't provide the process to construct Use Case. So, Use Case is often misused, either too big or short of structured specification. In addition, the existing case tool based on UML doesn't support the process of constructing the standard Use Case, only providing the drawing and documentation of the Use Case model.The process of Requirement Capture is a complex issue. It is difficult to capture the requirement of different kind of software in only one standard process. So, different process should be used in different kind of software. Based on former research on Requirement Capture, this paper present a new Use Case construction framework oriented to information process system. The framework centers on actors. First, capture the responsibilities of actors, then get the goals of actors according there responsibilities, after that we get the feed in information, at last, we could conclude the feedback information of actors. So, we could construct the use case by the goals and the information.
