Flow measurement is widely applied to many aspects such as economic construction, social life and so on. The precision of the measurement meters directly exerts great influence on enterprises' economic benefits. Owing to the various categories and complicated structures of flow measurement meter, its application differs considerably. There exists great difference between the designs of meters, which adds to a large number of difficulties. Being an important research interest of Artificial Intelligence, Expert System is a set of computer programs, which, by utilizing knowledge and reasoning, deals with tough questions in some specified domain at the level of human experts. It simulates experts' thinking process through handling symbols, and reasons out results with knowledge. The application of Expert System to the design of meters will replace human experts to do some of their work, effectively enhancing the efficiency of the design of meters as well as decreasing the number of errors in design.Generally, Expert System consists of such components as Knowledge Acquisition, Knowledge Denotation, Reasoning Machine, Explanator etc., among which Knowledge Denotation and Reasoning Machine are the central parts. Combining the characteristics of the design of meters and the developing method of Expert System, this article goes deep into the study of Knowledge Base System and Reasoning Mechanism, and with Genetic Algorithm, devises the Knowledge Base System and reasoning machine of meter design expert system.To realize fast and accurate reasoning mechanism on the basis of concise, effective denotation of Knowledge Base System is the major interest of this article. With respect to this goal, this article refers to substantive literature and related materials, devises relevant denotation method of Knowledge Base System, and develops a new mechanism which combines Rule-Based Reasoning and Instance-based Reasoning. On the basis mentioned above, it realizes the prototypesystem which is based on the intelligent meter design Expert System.
