The South-to-North Water Transfer Project (SNWTP) is the biggest strategic one for the resource optimization and economic development. This article introduces Complex Adaptive System (CAS) theory and Multi-Agent modeling into east route of SNWTP and researches how to optimize its application management. This article analyses the features of water resource configuration in SNWTP and Multi-Agent modeling, and gives a Multi-Agent Multi-level Model according these features, and constructs a monitor agent to control this Multi-Agent Multi-level Model evolution. The Multi-Agent Model can improve the efficiency of Multi-Agent cooperation and simplify the construction of this system. This article firstly introduces the complex system, including CAS theory and Multi-Agent Modeling. Secondly it gives a Multi-Agent Multi-level model of the East-Route water transferring management organization and analyses its features. This model can self-optimize its own construction and behaviors by the Multi-Agent cooperation and the interaction between the agents and environment. Finally, it gives a simulation of East-Route Fast Water Transfer (ERFWT) issue and it shows this model can optimize ERFWT algorithm. |
