| 110 emergency response system is one of essential parts of the Golden Shield Project. With the development of society and coming of an information era, the police are confronted with lots of new problems and difficulties. To deal with complicated situations, it must build a robust and effective platform with advanced computer technology and technologies of wire and wireless communication to response the emergency timely. This platform would be highly significant for improving the standard of informationalization in policing and combating crime effectively.Based on the existing 110 emergency response system of Dalian Municipal Public Security Bureau, this paper introduces the general design of the system and one part of them -the subsystem of alarm receiving and response. At the stage of general designing of the system, the paper provides several fundamental principles through analyzing the requirement of the policing. With the understanding of these principles and new technologies, the paper have grouped systems into several subsystems and decided which technology and device would be used for each, further more, it provide an integrated network system, the system's security is also developed.Based on the general design of infrastructure, this paper covers the process of designing on the subsystem of alarm receiving and response including the architecture, function model, data module, and data distribution. Further more, Comparing with several popular products of middleware, ICE (Internet Communications Engine), which is compatible with the distributed architecture, is applied to our system. Under the discussion on its features and benefits, the method and procedure of developing with ICE is presented completely. Associated with the existing system, the paper describes the implementing of statistic in detail.This system has now worked steadily and improved evidently the quality and effectiveness of the policing. That is the result of the proper designing and implementing. |
