E-Government Portal is the window of services and key of conformity of government information resource which is becoming a sign of E-Government development. Navigation system plays an important role in information architecture and improvement of navigation speed and quality. But existing navigation systems only provide cursory content sorting and information navigation based on keyword which is based on information matching and lack of knowledge. It has problems in recall, precise and extensibility.To solve the above problems, the paper analysis E-Government portal's characteristics, proposes an E-Government Knowledge Navigation System Model Based on XTM by using the idea of knowledge management which expands the second level association based on XTM(XML Topic Map);Realize the transition from "Topic Map" to "Topic Tree" by dividing the type of topic associations;A method of calculate the degree of topic relative is proposed using sematic distance.An access authority control mechanism of topic and resource is designed.In the process of navigation,reduce the sematic gap using topic variant and association,solve the low-recall and low-precise problem to a certain extent,propose the algorithms of core procedures.Choosing the public emergency,build the domain XTM ontology .Based on the .NET platform of Microsoft,develop the navigation system which accomplishes the mapping form topic map to database using ID coding of topic, the system provide topic browse and knowledge search functions by using XSLT transform XTM which has a good performance.The paper is a attempt of using the idea of knowledge management in information navigation. A knowledge web is abstracted from large quantities of distributing isomerous government resources by using improved XTM.Navigation scope is built on a knowledge level which enlarge the navigation unit granularity and quantity of receiving information, shorten the navigation routing, improve the efficiency of navigation.The research is valuable in E-Government and knowledge navigation.
