At present, the technology of information management has been applied to the rock and soil engineering;People have developed a number of information management and the stability of the evaluation systems in some specific projects. The development and construction of these systems has played a significant role in promoting. However, many kinds of existed systems just developed for a specific project, the system needs to be repeated or developed one more time,or the projects are no relevance to the late and it's the lack of promotion and use ultimately. As a result of the complexity and variability of the high slope of the Three Gorges reservoir area, the changes of managing the information of high slope is quite quick. It brought a very major difficulty for the detailed design of the system and the development of program. Moreover, because the quantity of the data in the database is extremely huge,and the data model is modefied and expanded constantly,the simple fixed condition inquiry and the statistics may Undesirable obviously,we must use the dynamic inquiry. In order to solve the above problems, we need to found some appropriate methods.The core target of the research of the paper mainly revolves to develop the information system of the high slope in Three Gorges,connected with the information management and the stability of the evaluation system of the Three Gorges reservoir area which is the project of the national territory resources department.First,the paper introduced the present research and the existence problem in the rock and soil engineering project using the information system specially the database technology, proposed the tendency and the argument basis of topic research development, introduced the research mentality and the main content of the paper on the basis of developing the information system. Then the paper gathered each category of information concerned high slope of Three Gorges reservoir area,unified two aspects specialized knowledge of the computer and the rock and soil ,determined the content of the high slope's information gathering , the struction of data and the basic task. At the same time,the paper analyed the work flow, the data flow, the data type,the data quantity,the data relation of the information system,according to the demand of the system,and established the data dictionary. Then,the paper analyzed the service flow of system,considered the structure of the overall system and the interface which the system provides,divides the system into several subsystems separately and designed the structure of flowage and the topology of each subsystem through the analysis the class and the demands of users. And determined the development platform of software and the database, crarried on the specific systemdevelopment.Finally the system test was carried on and the modification and the optimization was carried on according to the users' opinion and feedback, and the paper did a summary to the existed insufficiency of the development.
