This paper is based on the development of an HIS system of a hospital in a western metropolis in China. It focuses on the serious problems in the development process of hospital information system, such as response time, information sharing, and the cause of information island, etc., and then build a C/S based 3-tier development model.In the paper the authors discuss the current status of the Hospital Information System and related technologies, then adopt a solution based on Windows DNA 3-tier architecture and component-based design method to guide the development process of the whole system, which is high reliable and extensible, in order to solve the problems present HIS techniques encounter.The paper covers topics of the whole requirements analysis, the design of network architecture, the general design of database and the partitioning of the function modules, finishes the detailed analysis and design of the HIS system.Based on the system design blueprint, policlinic registration system is implemented gradually. Many related key techniques such as component-based method are also referred to. The implementation details and important source codes in every tier of the registration sub-system, and two candidate solutions of the transaction support component are given. One is to configure in the component management controller, the other is to programmed, which saves manual configuration so that decreases the man-made errors. After the development of the middle business component, COM+ application should be configured and deployed on a proprietary component server, to provide services to client programs. This paper provides the implementation process of related key techniques, and explains how to configure and deploy COM+ applications. Finally, the authors briefly introduce the techniques to improve performance by COM+ object pool, load balancing, security based on roles, etc. In practice, in order to obtain best performance, the configuration of the critical state of object pool and the creation of time-out period might be adjusted by the number of clients and the status of hardware resources.
