Best-effort service is provided by IP Network base on TCP/IP, the service don't insure QOS, such as delay of network, package lossing rate, etc., video services can tolerate package lossing rate, but can not tolerate delay. So, In this paper, according to characters of video service and network, research robust video code and robust transport based on H.264 video code standard via IP network.Research on new characters of H.264 video code standard based on video code applied to storage. Because of the structure of the H.264 standard is divided into video code layer and network adapter layer in order to accomplish robust vide transport via all kinds of network. First, new characters of video code standard H.264, such as movement compensation block dimension combination, multi reference frame, entropy code and so on, at the same time, research the characters by simulation, simulating result indicate the new characters applied by H.264 can improve performance of video code and have reference value for achieving robust transport via IP network. Second, research new characters of H.264 video code which is adapting network interface, such as error resilience tools of parameters volume, FMO, data partition and so on, research the characters by simulation, experiment results indicate the error resilience tools applied by H.264 video code improve greatly resist on error ability of video transport. Establish packet losing rate math model to IP network base on the video adapter layer of H.264 , and address a error resilience encapsulating mechanism associating with source code and channel code under the whole R-D frame, at he same time, by simulating experiments test its performance, the simulation results show our strategies can significantly enhance robust of video transport.In the end, establish a real IP network environment and achieve real-time dynamic collection video and encode, at the same time, accomplish error resilience encapsulating transport associating with source code and channel code under the whole R-D frame, receive and playback encoded video stream at the client. The system is run, and tested in long time. The delay time of network is lower than 1 second, and the rate achieve 18F/s under QCIF. So, the system can be used widely in video remote monitor environment, video conference and so on.
