Region economy is a problem that economic communities pay attention to. The researches on this domain will have special reference to the development of region economy and the macroscopical decisions of central government. Data mining, developed along with computer science and database technology, is a new data-processing method. It integrate a great deal knowledge of various subjects such as machine learning, pattern matching, database, data-warehouse, statistics, artificial intelligence and MIS etc. It's an important way to convert data mining techniques into realitic productivity that to apply data mining techniques into the analyses of macroscopical economy and to bring data mining tools into play.In this paper, according to the present research on the current domestic and international region economy, an application model is built by analyzing the instance of the credit distribution framework in Hubei province. In the model, clustering is used to analyze the data of BCRCS (bank credit register consultation system) and obtain good results.In this paper, a particular description of the principle of clustering in Microsoft SQL Server 2000 Analysis Services is given, and SEM arithmetic is introduced. The environment of software and hardware is introduced, the method of data transition. It's put forward that it have seven steps to build the model: deciding the data cycle, deciding the number of clusters, clustering, comparing, forecasting, validating and error analyzing.In this paper, the model is also applied to analyse the efficiency of current macroscopical policy to prove its validity.At the end of this paper, the applying area of the model that is founded is discussed and the more research is indicated.
