The park toll management system is the important part of the intelligent traffic system and intelligent community system. Nowadays, parks toll management based on recognized cars' type by operators. It lost large numbers of money due to man-made factors. Some problems urgently need to be resolved, such as, how to decrease influence of man-made factors by adopting effective measures, how to assure security in the parks.This paper presents a park toll management system based on image processing. Take advantage of the principles of computer vision, digital image processing and database system technique. By automatically recognizing cars' type and license plant numbers, the system can reduce influence of man-made factors and reinforce security control. Additionally, it has some characteristics, such as easy installation, lower cost, real-time monitoring and human manipulative windows.This system continues of hardware and software. Hardware includes video cameras, access control system, cars detecting equipments and personal computers. Software includes the video detecting module, the license plate orientation and recognition module, the controlling module. The video detecting module is basic part of this system. It transfers and digitizes the video images by the cameras and the video-captured card so that detects moving cars. The license plate orientation and recognition module is the crucial part and used to process and analyze images to acquire some of car parameters, such as cars' type and license plate numbers. The controlling module is the core part. It control correlative information and calculate expense according to cars' type and time.At the end of this paper, an overview of the paper is presented and the existing problems are discussed.
