The city system is a huge complicated system. As the increasing modernization of cities and the development of the economy of the whole society, the influence and the function of the society, the economy and the environment to the city system become greater and greater, meanwhile, the methods more and more, the content more and more complicated. City is an intricate social economic entity, and the development of cities is not always invariable. What's more, many factors contribute to the testing of the standard of the city development. While those factors have strong indetermination and complexity, therefore, the determinative problem, such as evaluating the social economic development of cities integrally in a reasonable and effective way, has become one of the most difficult problems in this field. At present, many evaluating methods are applied to the comprehensive value of cities, but most of the evaluating soft wares could not support the comprehensive value of the complicated development standard of cities effectively. With the characters of the development of the modern cites, this thesis has done research on the integral value problems of the social economic development of cites, and has achieved the "intelligent decision support system of comprehensive evaluation of the economic and social development of cities", aiming at providing a whole-process support from analyzing various information inquiry, evaluating the economic and social development of cities integrally to foreseeing in an analyzing way.The main content in this thesis is provided as follows: to build up a set of indicator system which can reflect the characters of the economic and social development of cities accurately in details;to build up an integral evaluating and forecasting model based on the Artificial nerve network;the design and realization of the integrated comprehensive evaluating system based on the combination of traditional comprehensive evaluating methods and artificial intelligence. The indicator system of the comprehensive value of the economic and social development of cities is the foundation and standard to evaluate the economic and social development of cites , and this system is also the key to design the system according to the principal of being brief and scientific , the principal of being systematic and comprehensive ,the principal of being stable and comparable , having analyzed systematically and integrated reasonably the factors which influenced the development of cities, the indicator system using to evaluate the economic and social development of cities comprehensively has been achieved .Owing to the complexity of the influential factors of the system used to evaluate the economic and social development of cities, many objects have the character of being unstable and changeable, which brings certain difficulty to respondent forecasting model and improving forecasting precise. The traditional forecasting methods could not satisfy the requirement completely, hence, this thesis introduces the forecasting theory and method based on the nerve net in details, and studies deeply the forecasting theory and realizing method of the comprehensive value based on the nerve net from the requirement to the analyzing forecast of thecomprehensive value of cities, what is more, it gives a designing stages in details.According to the above analysis and study, the design and realization of CEIDSS has been achieved. While analyzing and designing the system, the ideas could be formed according to the analysis facing to the objects. This system combines the database, model database, knowledge base and the intelligent manmachine interface together organically, and it integrates the expert's knowledge of character analysis, metered calculation and database to be a comprehensive system. That intelligence decision support system mainly includes comprehensive information management sub-system, synthesize an evaluation sub- system and analysis to predict system.
