With the quick increase of vehicle quantity worldwide, the transportation status is thought much increasingly. How to carry on the transportation management availably becomes the focus that the international governments and the departments pay attention to. Aiming at this problem, various intelligent transportation management systems are created or under development, to monitor and control the cars drive in peccancy is most important tache of the systems. Traditionally, to monitor and control the illegal vehicle is mainly get across the underground sensor or axles machine to realize, these methods have damages to the road, whose construction and installation are all inconvenient and usually need to be maintained and supported. Along with the high speed of video technology and flat-out times increases of the computer's speed, the realization of traffic monitoring system based on computer video detect technology becomes the possible. Compare with other traffic video detect technology, computer video detection technology has many advantages, the installation and adjustment are convenient, does not produce the damage to road, maintenance is easy, does not affect traffic condition of the road.Owing to the background above, this thesis aims to Red Light Runners Video Detecting Algorithm researching and discussing. First, an algorithm of search matching based on road direction to examine whether the car traverses warning line is adopted. In practi(?)e it can eliminate a lot of disturbance aroused by man or nature, ensure image matching effectively and correctly. If the vehicle traverses warning line is judged, then the vehicle is tracked and detected to make sure whether the vehicle runs the red light. The central task of thesis is catching and tracking the watched cars.For the technology of vehicles' tracking and detecting, this thesis adopts a method of taking a shot of red light runner effectively by a stationary camera. This thesis takes the differences of three frames in order to have a better effect of image segmentation, uses Otsu algorithm to r(?)ceive binary image, and uses morphological operation to receive the whole segment targets. Then the tracked targets' character are noted after segmentation, provided cost function is used to search the furthest matching targets andcontinues the right tracks, disposing the tracked targets is come true rightly, taking a shot of red light runner and other drive is provided credibjlity.
