Along with the development of social economy, science and technology, the global volume of holding automobile grows sustainedly,the urban traffic congest increasingly.The bad traffic situation costs people lots of travel time but also brings great load to the environment, therefore more and more countries are beginning to attach importance of intelligent transportation monitoring and management. In intelligent transportation system, video monitoring is one of the most intuitive and effective method.The monitors can check the traffic situation of each section of routes, save the necessary video images, in order to analyze and track later. However, on the present market, most of the video monitoring systems transport the real-time video through cables. Limited to the laying scope of light cables, this kind of video monitoring system's monitoring range is limited, not suitable for the remote area monitoring, installation cost is high, and need to arrange operator on duty, can not analyze and judge intelligently.In this paper,designed and implementationed the intelligent transportation video monitoring system based on 3G network, combined with 3G wireless communication technology, video compression technology, image processing technology and artificial intelligence technology. The system includes front-end video acquisition part,3G wireless network transmission part and terminal monitoring and management platform, using H.264 compression standard for video compression and decompression, using Visual C++ and OpenCV programming languages for image processing and system building. The system can shoot real-time traffic vehicles, wireless transport data through 3G network, receive the video on a PC.After image decompression and image processing, the terminal monitoring and management platform is capable of playing the real-time video, identifing vehicles, tracking vehicles, setting traffic rules.At last the system realizes vehicle violation judgment, violation images storage, alarm and other functions.Intelligent transportation video monitoring system based on 3G network is not subject to monitoring sites and time, has simple installation, low operation cost, and wide application prospect, is the new development model of intelligent transportation monitoring system.
