There are two parts in the paper. In the first part, a video transfer method which is point to point is proposed. The main idea is to pack the compressed video data based RTP. The symbol rate can be adapted according to the estimation of utilizing bandwidth in a network. Then it can relax internet congestion and reach the QoS require.In the second part, a novel method based on adaptive reference picture selection, called VRC-RPS, is proposed. The method removes off synchronization frames to decrease redundancy. When packet loss occurs, an adaptive reference picture selection is employed at encoder to recover the error stream, and a bidirectional interpolation of motion compensation is used at decoder to predict the lost frames. The proposed method can quickly recover the error state and maintain frame rates for display while less redundancy is increased. Simulation results show that the proposed method has enhanced the performance of VRC and is appropriate for transmitting video in error-prone environment.
