Aimed at the net platform and diagnosis method of the intelligent diagnosis System based on the Internet, The paper introduced the Centralized model, C/S model and B/S model. And the B/S model is selected as the net platform in the paper. Also the paper introduced the structure of the .NET Framework: Common Language Runtime, class function and develop language, especially, the feature of the C# and its running mode.The paper introduced the basic principle of the artificial neuro network including: the biologic and physical model of the neuro cell, the learning and training mechanism, especially the BP algorithm, and the basic concept and method of the fuzzy information processing. And the paper also introduced the basic principle of the fuzzy ANN (Artificial Neural Network) including the fuzzy neuro cell, typical the fuzzy ANN and their application to the diagnosis system.Based on the research of the above, this article is also involved in the correlative problem of design and realization about the intelligent diagnosis system. The basic framework of the network platform of the intelligent diagnosis system-"three layer module"(presentation layer, service layer and data layer) and the main function modules and relation of one another of the every layer inside included. The process flow of the intelligent diagnosis system and the realization of the key technique and key C# code also included.Finally, the paper gives a diagnosis example by fuzzy BP ANN for chilli disease.
