With the improvement of 32bit microprocessor and fast development of wireless network, introduce ARM microprocessor, embedded real-time operating system and wireless network technology into electric power system, to provide a new kind of safe mistake precaution, improve the work efficiency and security greatly.The mobile terminal controlling system is an improved measure of the old transformer substation mistake precaution system according to "Five Rules" and actual requirement. Old system on PC is consists of simulant operating board, PC and mistake precaution device. Although this kind of design is satisfied with the basic demand of "Five Rules", it has poor stability, is complicated in operating. Based on the fully analysis of old system, this paper proposes an entirely new solution which is based on ARM embedded system.The system is mainly consists of the embedded mobile terminal and PC, and they communicate through 802.11b wireless LAN. With the high performance of ARM architecture microprocessor S3C2440A, transplant the Windows CE.net, integrat the functions of the previous mistake precaution system and mistake precaution operating device into one mobile terminal device, and make the coherence of the knifes' state to the server through wireless LAN. Compared with the old system, new solution has smaller ervolume, lower consumption, easier operation and more commonability.The paper first makes an introduction to the embedded system and old mistake precaution system, and show the reason for selecting Windows CE.net, then introduces the hardware platform, including the design of the minimal running system of S3C2440A, the man-machine module, the lock driver module and the communication module. Then introduces the transplanting of WinCE and the development of Bootloader, and detailedly introduces development procedure of device driver in WinCE for special hardware module (such as LCD, keyboard, lock and PCMCIA wireless LAN card. In succession, introduces the development of user program, including user operating interface, communication of wireless LAN based on 802.11b, rules database module and lock driver module of the mobile terminal, and graphic interface and the wireless communication module of Server. At last, it makes a summary to the paper, and puts forward in the future on the further improvement.
