With the rapid development of the Office Automation, The application of the workflow in businesses becomes much wider. The task assignment has been the core in the research of the workflow design. Effective management of the task assignment is a key point of the workflow system. The adaptive workflow is the WFMC new request. It requests a task can be dynamic assigned by the proper qualified worker. Making dynamically assignment is essential for the effective implementation of enterprise business process.The first research is enterprise application of the workflow. Introduce the basic concepts and the workflow system reference model defined by the WFMC, and analyzed the research methods of the current workflow task assignment. Combine with the business model, break down the workflow task assignment process into two key elements. The first key element lies in the effective parse of the task content, Proposed the content-analysis-based algorithm by introducing the searching word algorithm used by the field of the search engines. Proposed the team-oriented problem locate model. The second key element lies in the systematic evaluation of the executors' properties, Such as the workload, the work ability, the quality and the statue of the executor. Proposed the role-oriented task assign model. Together these two keys, construct the multi-level content-analysis-based task assignment model.Based on the ClearQuest and relation database, Design and implement the new problem management system which can support the multi-level content-analysis-based task assignment model. In the new system, design the system structure which contains 3 layers: data layer, function layer and presentation layer. Define the GUI, construct the data model and control model. The data model include the user and group info, team structure, team key list, GUI field, and the data use for process monitor and statistics. The control model includes the definition of the system state-machine, the behavior matrix of the state transition and triggered scripts. Then implement the multi-level content-analysis-based task assignment model by programming the control script, also give out the program for the process monitor.Finally, Analysis and compare the system performance through the half years data acquisition of system running before and after the model implementation. After the implement in the Problem system, the system efficiency was obviously enhanced.
