The rapid development of modern science and technology and the wide use of computer technology and Internet system have a strong impact on the proceedings and dispute resolution theory, and bring about unprecedented opportunities and challenges to the modernization of Justice and the reform of judicial way. The public call for the court openness, fairness , efficiency and putting to an end to the black-box operation during the court hearing is increasing. To live broadcast the court hearing embodies the open and transparent"sunshine trial"principle, which will promote the process of justice civilization effectively.This paper, based on the analysis of the previous studies'results, puts forward the WEB-based Court Hearing Broadcast System through combining computer technology, vedio compression techonology and network technology together. The entire system uses B/S(Browser/Server)structure, which connects PTZ installed in all the courts and the central server getting real-time vedio through the veido capture card; and the client can watch real-time trial in a court through a browser and send PTZ control instructions to customize the angle. The design contains the server module and the client module, including vedio broadcast module, PTZ control module, a multi-client concurrent scheduling system, ect. The multi-client concurrent access is the problem of designing this system.This paper highlights the use of Queuing Theory to study multi-client concurrent mechanism and provides the strategy that PTZ controls popedom scheduling to ensure that each client is able to watch real-time trial and at the same time meet the need of PTZ control.
