With increasing number of unmanned substations constructed and put into operation, the power companies commonly use the operation and management mode that consist with centralized control center and the operation & maintenance team. Along with the traffic network complexity continues to increase, it become more and more infeasible for decision-makers to make strategy manually. Therefore, the research on optimal operation and maintenance strategies has great practical significance and application value. Through analyzing characteristics of the work contents, research on optimal work strategy of power operation and maintenance team can be divided into two combinatorial optimization problems: Location-Routing Problem (LRP) and Vehicle Routing Problem (VRP). Domestic and overseas research in this field has not been extensively developed, and the related theoretical research mainly concentrated in the logistics and distribution field.Based on the division of the optimal operation and maintenance strategy, basic LRP model and VRP model were established. For the existence of special substations and the complexity of working time, the priority weight LRP model and the time window VRP model were established more in-depth. The models can be more accurately describe the realistic system.Genetic algorithm was designed to solve established models, and the verification examples were also carried out to improve the algorithm. The simulation results show that: the models can be used to describe the actual system; the algorithm has good convergence performance that can find satisfied solution.Decision support software was designed by C++ Builder to facilitate decision-making. Modeling and simulation module was developed by Matlab, and Access database was also designed to store data records. The decision support software has such characteristics: friendly interface, convenient database management, rapid and accurate decision-making.
