Rate control is one key technology of the multimedia video transmission, especially in wireless networks, because of the bandwidth fluctuation, packet loss and sensitivity to noise and other adverse conditions, the rate control play an important role in the quality of multimedia transmission.Firstly, the article analysis the key technology of H.264 video coding standard, at the same time, analysis the key part of rate control, including DCT transform, MAD prediction and adjustment of the buffer. Quantization Parameter (QP) is an important parameter for the encoding process; this parameter setting determines the image coding quality. QP is based on linear prediction value and calculated by MAD. The traditional linear prediction only considers the relationship of current macro block and the same position in the previous frame encoded macro block, but ignored the relevance of the surrounding macro block. This reduces the MAD accuracy and affects the quality of image coding. The paper basics on the frame layer rate control, considers the space and complexity of encoding frame, improves the target bit allocation so that buffers could be allocated more rationally. The frame complexity is characterized by MAD-weighted, and based on the characteristics of forward predictive coding; the DCT transform coefficients and the position of frame were considered to improve the accuracy of MAD value.Finally, complete works of transplantation and the key part of code optimization based on the DM642, then based on the original encoder we improve the processing speed with optimization options of CCS compiler.
