Being an important component of the Energy Strategy of China, Yalong River Basin Hydropower Development is an enormous engineering with great complexity. Proposed by both National Natural Science Foundation of China and Er Tan Hydropower Development Company, the virtual research center (VRC) for hydropower development of the Yalong River is aiming at integrating social resources and researching on the major academic problems of the hydropower development of Yalong River. Based on the establishment of the VRC website, resources sharing, technical cooperation and information management could be realized.By viewing the virtual research center (VRC) of hydropower development of the Yalong River as main object, engineering practice of hydropower cascade development as well as the advanced theories of virtual research modes were taken into consideration to design and realize the management information system for the virtual research center (VRC) of hydropower development of the Yalong River with the functions of resources sharing, information dissemination, results display, academic communication, and project management. By fully analyzing the user requirement, the function modules as well as the system cases of the VRC have been designed and programmed in detail. According to the comprehensive comparison of C/S(client and server) model and B/S (browser and server) model, the development scheme based on B/S model was finally confirmed. In order to ensure the practicability, expansibility and easy maintenance of the system, three-tiered architecture based on distributed object was adopted, and the system was divided into three tiers: presentation tier, business tier and data tier. On basis of the investigation of critical web technologies such as Asp.net, Ajax and safe disposal, the particular develop scheme of the system was obtained. According to the security, integrality and consistency of the database, a theoretical structure E-R model was designed and on base of which a standardized relational database was formed. Considering the magnitude influence of user authority to the system stability and security, system role control has been emphasized in this paper. Based on the satisfaction of both user requirement as well as feasibility and efficiency of system development, the website and the management information system of the virtual research center were finally implemented.This system has been running for half a year, and the nice user feedbacks have substantiated that the design of the system is feasible and practical.
