The Study Of The Information Resources Integration In E-government: Based On The User Interests Clustering

E-government has become a field of key importance for all nations' informational construction around the world along with the rapid development of information technologies nowadays. The way how information resources in e-government are integrated determines the quality, level and services of e-government construction. It is the necessities for social informationization and also significant content of e-government to strengthen the integration, exploration and use of the political information resources. However, following the process of e-government constructing and for the increasing amount of political information resources, a series of problems had come up in the process of integrating such as follows:the failure of user need orientation, the insufficiency of technology-driven, the lack of unified standard and criterion, and the difficulties of demonstrating the comprehensive benefits. In order to solve these problems and effectively manage governmental information resources, based on the user interests clustering, a model of e-government information resources integration is proposed in this thesis. The major work of this thesis is described particularly in the next paragraph.Firstly, the concepts related to e-government information resources integration are introduced and combed according to the development stages, emphasizing the importance of relocating the role of e-government information resources integration and the significance of user interests'orientation in this integration. Secondly, two automatic technologies being applied in user interests-automatic clustering technology and automatic classifying technology are analyzed and relevant methods in these technologies are compared in depth. These analyses serve as the technology support to the constructing of the model of e-government information resources integration based on user interests clustering. Furthermore, grounded on the analysis of the feasibility of applying the user interests clustering to the integration of e-govemment information resources, the goal and the functional configuration of the use of user interests clustering in e-government information resources integrating are discussed. Therefore, the model of e-government information resources integration centering on user interests models is proposed. The advantages of this proposed model are discussed; several aspects of the model are improved and optimized such as the refinement of the user interests models. Finally, the empirical research of the e-government information resources integration based on user interests clustering is conducted in the background of Hubei provincial governmental web portals by performing questionnaire survey of user interests and applying social analyzing software-SPSS and automatic classifier-KNN.Generally speaking, the research findings in this thesis lay a foundation for the system of e-government information resources integration in aspects of its rational construction, fusion and integration, and setting of code criterion, truly integrating e-government information resources oriented by user interests and offering methods and means of effectively managing governmental information resources.
