With the increasing degree of Hebei Province Postal information technology and maintenance of equipment and systems more and more, Province Postal Informational maintenance Management is made to face increasing pressure by availability and stability of a higher demand on network systems, host systems, applications. How to improve the maintenance efficiency and reduce maintenance of pressure, the establishment of efficient maintenance system, has become an urgent problem to be solved.The purpose for Construction of HeBei Province Postal Operation and Maintenance System is to improve the daily maintenance of the efficiency of handling events and issues and reduce the risk of change implementation, By the allocation of different roles about service Desk, second-line support control costs, meet time-bound commitment of business services, ensure IT services stable and sustainable, achieve the change of maintenance model from emergency maintenance to service maintenance.In this paper, Analysis and Design of Hebei Province Postal operation and maintenance System Based on ITIL is described. In the first the basic theory of ITSM and ITIL is expounded by the article, ITIL, COBIT and ISO20000 relationship has been analyzed, Development of domestic and foreign ITSM has been introduced. Principle of Microsoft MOF and HP ITSM model is described. The advantages and disadvantages of MOF and ITSM have been shown by comparing the two methodologies. Then IT service management process model and implementation methodology of PDCA have been introduced through the paper, IT service management improved model has been proposed, the framework of HeBei Province Postal maintenance system has been planed, Requirements analysis, design, implementation and evaluation is carried out by project in accordance with the model approach. The present situation and Problems of information network in HeBei Province has been analyzed in the paper, system development goals and functions overall frame has been proposed. Incident management, problem management and change management of three modules from the functional description, input, output, roles responsibilities have been carried out detailed analysis of functional requirements. Each process is the detailed design and database design. Finally, the implementation and evaluation of the system have been described.
