Design And Implementation Of Audit System For End Month Out-Account In Qinghai Mobile

The new generation business of China Mobile is Information System Group which is called for the NGBOSS (New Generation Business Operation Supporting System). It is based on IT technology, and used to support operations, management and analysis for business activities. After 2 years' construction, it has completed the decoupling of BOSS (mobile operator business support) system by vertical way. Vertical decoupling is a process that departing some system functions related to CRM included by BOSS system away from it. This process is aiming to achieve coupling loosely between front-office functions and back-office functions, by decoupling and standardizing interfaces of business, billing, and account from BOSS system, as well as improving the system flexibility, and planning system construction reasonably that the whole supporting network operating for the customer. The former function contains marketing, sales and service, while the latter one includes billing, accounting and provisioning. For mobile operators, end month out-account is an important step in BOSS supporting system. Because of the design concept that mobile operators support system, generally out-account is a process of deducing money from the users ultimately, that it implements all users' current cumulative chargeback square accounts at the end of each month. Its characteristics are that associated points in the process are large and complex, besides, the processing data is numerous.In this study, end months out-accounting's process, system and existing checking account measure status from the mobile operators in Qinghai were investigated. It analyzed that now there are lots of potential problems in the checking system from them. According these problems, a new idea was proposed with existing IT technical means that it should adapt to the requirements of end month account audit checking system of Qinghai mobile operators, take the system structure combined with background batch processing and man-machine networking, and use a variety of advanced technology synthetically. For instance, C++ concurrent processing huge amounts of data technology on Unix platform, Oracle Technology, WADE framework technology based on java platform make the system have good scalability and universal. End months out-account check system of mobile operators in Qinghai was further designed from both general and detail sides. Also it analyzed the module functions of the system and achieved system platform finally. The ultimate test result showed that the system has met the design requirements.The overall end month out-account level of mobile operators in Qinghai will be enhanced greatly through implementation of such project. The deeply checking way of the whole system-oriented process, which includes preparation before out accounting, treatment during processing, and audit check after it, provided effective and accurate data supporting analysis for the whole circuit, which made the account operators control the procedures well. Meanwhile, it set up an information bridge between the operators and the out-account system that it increased their understanding to the system processes, and reduced the time cost, human maintenance costs of identifying and solving problems, so that it can offer protection for supporting Qinghai Mobile's full-service operation development better.
