With unique self-sensing, self-configuring, self-learning intelligence, cognitive technology is becoming the future direction of communications network. As a design goal of cognitive network, cognitive network should meet the quality of service (QoS), and make any users can get the service with QoS guarantee anytime and anywhere. This paper adopts the theory analysis and simulation of combining research methods. And the QoS evaluation mechanisms and service admission control in cognitive network is studied.In the paper, related technologies of QoS guarantee in cognitive network are studied. And based on this, advances the QoS guarantee based on cognitive process scheme.Based on cognitive network behavior model of the study, integrate QoS guarantee mechanism with cognitive process, proposed a kind of QoS guarantee mechanism. The QoS guarantee mechanism is applicable to cognitive network, and able to adequately reflect cognitive function.Based on the suggested QoS guarantee mechanism,the QoS evaluation problems on in-depth analysis and research. Two QoS evaluation method are proposed. They are respectively based on support vector machine and the neural network. Simulation results show that the presented method can comprehensively evaluate QoS consider both performance and benefit of users and network, and accurately evaluate the network status.Admission control is an important aspect of the QoS guarantee. In this paper, the existing admission control system framework and the algorithm is studied.And analyzes the problem of the present admission control system.Then, design a kind of improved based on multiple goals of admission control algorithm (MMOCAC). C Compared with the traditional algorithm, it can more accurately control user access, effectively improves QoS performance of the whole network. And it makes the needs of users get the maximum level guarantee.
