In the late eighties of last century, the setup of cellular networks made the large scale wireless communication possible for the first time, and by then the industry of wireless communication entered into its vigorous development. The appearance of wireless realizes the mankind's ultimate dream of communication, gets rid of the constraint of the time and space to make communication at anytime and anywhere possible. The accomplishment of the reforming of six carriers of China's telecommunication industries and the act that Chinese Ministry of Industry and Informationization had issued licenses of the third generation mobile communication(3G) to China Mobile, China Telecom and China Unicom have opened up an new chapter for the development of 3G in China. With the rapid development of mobile communication and the increasing of number of subscribers, the competitions between telecom operators are getting drastically, and users require higher quality of the communication systems at the same time.According to the management strategy and design specifications of CDMA system of China Telecom Group Shanxi Company Ltd and adjust measures to local conditions, we finish the first-stage native CDMA wireless network in 2010 which it bases on the competitive status of Shanxi Telecom Market and the second-stage CDMA network in 2009.The paper introduces the CDMA technology and network constructs and every department in the system. We first proposed the requirement of construction project, predicts the recoverable amount of the market and the share of Telecom market accurately, hold breakthrough point of business pass with different population's distribution and composition type in Shanxi Changzhi area, the economic state of development of the cities and towns. Meanwhile, in order to maintain existing customers and developing new customers, the reasearch analyses deficiency of the present network's capacity, broadness and quality, and it makes further promotion and perfection for the network to meet the needs for the front end of the market. In the construction of the project, with the development-oriented of benefits, the new network focus guarantee urban area,county town and arterial traffic. When the network capacity is being expanded, we make full use of existing network resources and allocates resources for super unoccupied base station, improve the breadth and depth cover range in major cities. The construction of new base stations in the weak coverage area which have the potential Business Requirements is improved the signal intensity of radio shadow, which raise the coverage of population in percent, it improve the customer perception for CDMA network and the network utilization to provide safeguard of network for Shanxi Telecom's mobile Subscriber expanding.As the kernel component and research achievement in this paper, the network planning schema proceeds from the principle which contains the robustness and lowcosts of network, improve the robust network by programming the transport network,projecting the power matching and utilizing base station pools.Meanwhile,constructing the benefit-type network by cut down and control the cost of iron tower and telecom machine rooms.Terra battery technology maching with to the distributed base station (RRU standing type resolve the power supply and guarantee the bottlenecks of construction scale comprehensively, offering the best possible large-scale village construction solutions.Aircom which is a software developed by ZTE forecastes the simulation of the schema, the result shows the schema is practical and feasible.This project is complete in December 2010.by using the ZXPOS CNT1 platform Which is developed by ZTE to do a DT test on the wireless net work and on a low cost and robust verification, the schema could lower construction costs based on the guarantee of network overage and quality, and has the strong feasibility for future construction and a guiding significance for construction in the future.
