China is not only a maritime power, but also a country with a large rivers and lakes. At present, China's shipping and inland waterway transportation business has developed rapidly, and their achievements are remarkable. Along with the fire continuous occurs, it caused heavy casualties and serious economic loss. The fire becomes one of the main dangers in the transportation industry. It is very necessary to carry out ship fire hazard assessment study to prevent and control the fire to reduce its ship security threat.Ship-fire risk assessment is a key and difficult problem which has been researched in the field of domestic and foreign ship-fire. At present, the research of domestic and foreign ships for fire risk assessment has obtained certain achievement, but it is also in a stage of study. The premise and foundation of the fire risk comprehensive evaluation is establishing a scientific and reasonable evaluation index system. Therefore, according to the characteristics of the fire risk assessment, this paper summarized the fire risk assessment methods at home and abroad, and proposed a conception to design the ship fire risk assessment system based on ontology. First of all, according Chinese Thesaurus of Communication and using protege to construct ship ontology, build fire ontology based on the fire evaluation index system, and merger ship ontology and fire ontology into the ship-fire ontolog. Secondly, use the Jena to parse ship-fire ontology, get concept and relationship classification, obtain the fire of evaluation factors from semantic similarity calculation, cluster the concept through the relationship between concepts in order to gain the fire evaluation objects and the fire risk assessment form; Finally, design rating rule library of ship-fire risk assessment, use bayesian network and the Jena ontology reasoning machine and combin with fuzzy mathematical evaluation method to realize the fire risk assessment rating system,and design the fire risk assessment system based on ontology. In addition, the paper carried on the experiment results of comparison and analysis between examples of assessment results and the BP neural network simulation instance data.Through using Ontology, it can carry out standard from the fire evaluation index system, thus, to build a scientific and complete evaluation system; Ontology built a bridge between the user and the system, the system design based on ontology, users only can deal with ontology by semantic, instead of having to understand cumbersome process design process; It can effectively solve the ship fire factors and miscellaneous, quantitative difficult issues, and provide fective reference for firefighters to assess the risk of ship-fire through design and implementation the system of ship fire risk assessment based on ontology.
