With the arrival of the era of 3G, multimedia technology has been more widely used, the video business is rapidly popularized in people's growing demand for video services, in the meanwhile, the rising demand for video quality also put forward higher request. However, because of the video images presented in front of people, they need through the collection, processing, transmission and other processes, which inevitably introduces a variety of distortion, affecting people's subjective experience of video images, so the video image quality is necessary to be improved to transfer to the people of a better visual experience, a variety of models for the evaluation of image quality will be continuously raised.In the modern image information engineering, image quality evaluation has become a popular research topic. It has a very important practical significance to optimize the system, evaluate algorithm fit and unfit quality and improve the image quality algorithm. Image quality includes the image fidelity and intelligibility of these two aspects, the evaluation of image quality are mainly from the subjective evaluation and objective evaluation of two aspects. The traditional objective image quality evaluation method is simple to measure speed, easy to operate, but because it ignores the human eye's subjective feelings, just analyzes the absolute bit error rate, rough evaluates the image quality, in many cases Appeared the phenomenon that human eye experience deviates from the results of evaluation, and therefore it can not meet the practical needs. Comparison of subjective quality assessment method can reflect the true feelings of the human eye, but because it needs more complicated operation, is poor to transplant and needs to consume large amounts of material resources and time, therefore it can not be widely spread and applied. With the development of image quality evaluation, models of image quality evaluation based on the human visual system have taken more and more attention .With the image quality evaluation model of in-depth study, based on human visual system of image quality evaluation model more and more attention. It considers the human visual characteristics, so it can objectively response the image quality, this paper based on the human visual system puts forward a unified objective and subjective image quality evaluation model.This paper firstly discusses the current situation and development direction of the image quality evaluation, the image quality evaluation are discussed in detail, and then analyzes the human visual system, combined with human visual properties, improves the existing methods, puts forward a unified objective and subjective image quality evaluation model based on the human visual system. The experiment showed that this method is better consistent with the human eye subjective feeling, and achieved good consistency.
