With the rapid development of Internet in China, transmission of information via the Internet has become a critical application in business. However, problems emerged, the confidentiality, health, political of information follow. Network violence, privacy leaks and other problems have become the most important issue. For enterprises and governments, the confidential information is subjected to disclosure through the network and we can not find the directly responsible person. Although there are many related network management software, but they only conduct post-processing on the Internet, confidential information is still leaking.The system real-timely monitors the online behaviors of the users, it will send alarms to the system manager if there are illegal operations, and the system manager will decide whether to allow the user to continue being online. At the same time, the system provides web services management module and phone alarm module, so that the administrator can manage the system anytime and anywhere via the web server and the cell-phone. Furthermore, the system integrates billing function and provides log function, so that the system manager can look up the historical records of users.Through analysis and design for more than one year, we have successfully developed a safety monitoring software and have tested in the lab and an enterprise respectively. Through testing, the system can effectively monitor every computer in the LAN, realizing real-time monitoring of user behavior on the Internet. It can prohibit access to illegal websites and effectively prevent the outward of sensitive information. It can also guarantee normal Internet speed and access to legal information.
