In recent years, embedded video monitoring system has played an important role in video monitor fields of the social sectors. Because the weaknesses of wire video monitoring system emerge during special occasions, mass of encoded video data and imperfect coding strategies are primary cause of weaknesses.3G network that has been put into commercial operation in China provided a solution. In allusion to the weaknesses, this dissertation establishes an H.264/AVC real-time video compression encoder with TI's TMS320DM6446.An H.264/AVC video encoder for data transmission in 3G network was designed in this dissertation. According to the characteristics of data transmission, the compression ratio and error resilience strategies of H.264/AVC, the coded video data is completely suited to transmission via WCDMA in terms of data size and robustness. Viewer can receive a distinct stable dynamic restoration picture on the monitor.Major achievements of work were listed as follow:Firstly, this dissertation briefly introduces the development of video encoding technology, and highlights the H.264/AVC video coding standard and research trends at home and abroad. In order to achieve high encoding efficiency, H.264 uses a great deal of encoding algorithms with high complexity. These complexity algorithms will limit the application of H.264 in real time video coding. Secondly, according to previous research, we set the encoding parameters in H.264 artificially, in this way the video coding speed can be raised. According to the characteristics of data transmission of 3G network, we choose some error resilience strategies in H.264/AVC to ensure the robustness of video data. At last, we establish a real-time video encoder on DM6446 according its own Codec Engine mechanism. We can recovery a clear picture on the receiving terminal.
