With the large quantity of data and excel form, we need take large quantity manpower to summary the data by artificiality mode, which will bring some faults easily. So some data becomes not true and not accurate, which will cause some faults and bring some difficulties in policy establishment easily. With the social informationization deepened, using computer is the social choice. So this system appears under this background.By the analysis and demonstration of database and some development tools, network programming is used. SQL SERVER is used as background database and Delphi is used as foreground development tool. ADO is used to connect database. Modularization programming and structure design take practical work and operation convenience and as standard. The system can provide the data collection, data reporting, data summary, data browsing, data deriving as a whole, which can realize no paper working, digital and automatic office.Heilongjiang province family planning information collection system is realized for the department of Heilongjiang Province family planning science and technology. This system can get relevant data-processing and statistical information of annual family planning, which can provide evidence for future policy making. Based on the analyzing present situation of data collection, this paper analyze feasibility and necessity of the data collection improvement. Then general design scheme on this system, design idea, system function, system framework and module function are described. The last, every module detailed design is given.By using this system, it is convenient and fast for data reporting, it is accurate for data summary and it is flexible for data management, which can shorten workload and work efficiency by the implement of the design goal.
