With the growing popularity of mobile communications, the traditional telecommunications services have become increasingly hard to meet the needs of users. Kinds of various valued-added telecom services' rapidly growth, opens up a new broad market.The traditional development of service is based on circuit-switched telecommunications, tightly coupling with the underlying network. That leads to the result that the development cycle is long and the portability is poor, which brings a great deal of resistance on the new services' development and promotion.Next generation Core Service Platform(NCSP) is meant to solve this problem. It's independent of the underlying network implementation, and with the basic functions'abstraction and the convenient API provided, service developer can do the programming easily without considering the complexity for the underlying network. EBAS (EBupt Application Server), an application of event-based middleware, is an important part of NCSP. It can provide access to a variety of heterogeneous network resources with the deployment of protocol adapters and an application's event-based development framework, which greatly shorten the development process. EBAS is still in the stage of rapid development, lots of work should be done in order to provide better support for the service developer. Since the current architecture of EBAS is not easy to maintain and extend on user demand, and there are still too much feature and functions to implement, this paper is trying to use a new system to solve these problems. The new system improves the original message dispatcher and the multi-protocol routing on the basis of a new architecture. At the same time, more service development interfaces are provided and the platform's functions are upgraded.This paper uses a communication module based on multicast to replace the original one which creates and maintains its own links all by itself. So the other modules can use it to communicate with other nodes. At the same time, the complexity of creating links is reduced and the maintainability is improved.This paper also abstract a generic message, which can be used to encapsulate all the messages in the platform, including the protocol message and the management message, making all the messages routed in the platform can use the same message structure. This will not only add convenience and flexibility to other protocols'support, but also make the future upgrading easier.
