The location services is one of the essential services of Internet of Things, and the smart patrol system is a management system based location services, it is developed according to the actual needs of the telecommunications patrol work. It was used B/S architecture, and was developed through a combination of GPS positioning technology, wireless transmission technology, WebGIS technology and the database technology to achieve intelligent, automated patrol management, and achieve the real-time monitoring of patrol work. It can be used to find problems in time, and eliminate hidden dangers and prevent accidents.This paper compares the two software system architectures, the C/S and B/S architectures, analyze their advantages and disadvantages, and give the methods of set of the safety and effectiveness. In terms of security this paper mainly described data encryption and log management; and in terms of effectiveness it is:(1) In the data access layer, construct a database connection pool to reduce the number of database connections and make database access faster; constructed a database access mechanism fit with database connection pool to meet smart patrol system's various data access requirements; Abstract all of the common SQL statements generated classes to improve code reusability. (2)In the business logic layer, Use the ActiveX technology to development an ActiveX control to read the client serial, and provide two score algorithm to accurate evaluate the patrol result and the progress of patrol work. (3)In the presentation layer, using Ajax technology to achieve page without refreshing, reducing the data transfer between the client and the server, improving client responsiveness; and application of Ajax technology to achieve the interaction between the database and Google Maps, and achieve the authentication of the user's input.
