With the advance of global economic integration and economic development, Enterprises have no choice but to face serious demands for changement and innovation. Enterprises have to think and change their training model in-depth from content strategy to function, system, and implementation of the content and means. As a novel business training model, E-learning is consequently accepted by more and more enterprises. The opportunity for enterprises to accelerate the implementation of E-Learning has come. Computer technology and internet provide the most important basis for E-learning.Based on E-learning theoy, the background and meaning of this thesis are firstly introduced, and then detailed analysis of E-learning including current status of traditional training, the powerful influence of E-learning on the development trend of enterprises training is carried out, and relative basis theories and technologies are reviewed as well. Based on above, the system requirements are analyzed from system characteristics, system targets and system functional requiremnets. According to the results of the system requirements analysis, the system function design are analyzed and discussed by presenting the system design principle, building the system architecture, and constructing the system functional modules. On the basis of system design and considering the development tools used to build this system, the system implementation steps and effects are demonstrated by taking the Role-Authority sub-system as example. Finally, the main contributions of this paper are given and further work directions are listed.By discussing the demand analysis and function design of E-learning system, and the implementation of Role-Authority-Management module with MVC development model, the E-learning system running on the company intranet can conduct the training programs smoothly and thus is welcomed by trainees. Besides, the Role-Authority-Management module can manage and maintain the role authority unexceptionably and thus can control the access as expected.
