With the rapid development of wireless mobile communication technology, the application of communication business has been widespread, and has greatly improved communications among us. With the popularity of the business, the diversity and quality of communication services have become increasingly demanding. Such as the ability to access network anytime and anywhere, the quality of various services required to ensure satisfaction and so on. For the different requirements such as coverage, numbers of users, service types, data rates and quality of service (QoS), there have been a variety of wireless access network standards and systems in the market.This paper mainly focuses on the research of QoS optimization for access networks of WCDMA cellular mobile communication system and IEEE's 802.11 WLAN. QoS optimization has a vital role for improving network's QoS, thereby increasing customer satisfaction. QoS network deployment, only has the functionality to provide QoS, but with the emergence of a new type of business or changes in the proportion of various services, QoS optimization of the network to ensure the deployment of the network QoS can fully play its role, and can ultimately improve customer satisfaction is needed.This paper mainly studies the QoS optimization mechanisms for both UTRAN and WLAN, and describes the related content of QoS mechanism for UTRAN and WLAN, which provides a basis for the QoS optimization. This paper studies the UTRAN network's QoS optimization. First extracts the QoS sensitive parameters as the input parameters of optimization algorithm; and then according to the characters of the variables, improved particle swarm optimization algorithm has been proposed as the QoS optimization method to achieve network QoS; Finally is the simulation results to verify the effect of proposed improved particle Swarm for QoS optimization of the UTRAN network, it is mainly reflected in the district to improve the spectrum efficiency.This paper also studies WLAN's QoS optimization mechanism. QoS-sensitive parameters are extracted as the input of optimization algorithm; and apply the genetic algorithm which is use in reference [3] for UTRAN's Qos optimization for WLAN's QoS optimization; finally is the simulation results, and it is also reflected on the spectrum efficiency.
