Convergence of broadcasting, telecommunication and computer related domains is intensified recently. IP has become the key "convergence layer", while adaptive coding and modulation was adopted by most recent physical layer recommendations. Traditional multimedia transportation system based on MPEG-TS, its fix-length structure is effective in the traditional multimedia system. But the fix-length structure turned to be ineffective while the demand is changing. DVB-GSE provide a more effective way to encapsulate variable-length packet. GSE Packets have in general variable length, in order to match the input IP traffic with minimum overhead.We researched on the means to encapsulate IP packets into base-band frame of DVB-S2, including MPE/MPEG-TS, ULE/MPEG-TS, and GSE. We also represented the technology path of variable-length packets multiplex. Finally, we introduced a novel scheduler of GSE over DVB-S2. The scheduler was studied by both theoretical analysis and simulation. The research revealed that the novel scheduler made significant improvement on the system performance. Queuing theory and randomized procedure theory was used in the theoretical analysis, while background traffic model was used in the simulation as the input model.
