Before construct the wireless mobile communication system, Operators should make a detailed network planning in order to ensure parameters of the communication network meet the requirements of certain communication services. TD-LTE (Time Division-Long Term Evolution) mobile communication system is a long-term evolution system of 3G mobile communication system, informally called 3.9G, which is a quasi-4G technology.TD-LTE combines with the advantages of OFDM and TDD technology, largely improving the spectrum efficiency and system capacity. It supports big system bandwidth of 20MHz, and uplink data rate with 50Mbps and downlink data rate with 100Mbps. Air interface technology adopts the OFDM technology which is more suitable for big system bandwidth, combining with multiple inputs and multiple outputs (MIMO) and Smart Antenna (SA), which is beneficial to improve the spectrum efficiency and quality of service.Because of the distinct differences between TD-LTE system and 3G mobile communication system, such as air interface technology, network structure and etc., the evolution from 3G to LTE system is also called a revolutionary innovation. OFDM technology is a new challenge of mobile communication system, which lacks for the experience of construction network, requiring for the continuous exploration in practice.In this paper, we firstly discuss the key technology appeared in TD-LTE system, and then provide the program of TD-LTE network planning, derive the parameters of the network planning, such as the radio propagation model, link budget, capacity and network scale estimate and etc. The coexistence between TD-LTE system and other mobile communication systems is considered in this paper. A novel algorithm based on Game Theory is proposed for distributed power allocation, which can minimize mutual interference among users, and improving system performance. After the detailed calculations and simulations, a TD-LTE radio network planning software, based on the Game Theory, is designed by using the platform of MATLAB 2010b. Running this software, we obtain the distribution map of Base Stations in planning area and otherparameters of network, such as capacity distribution, power distribution and etc. The results of running software demonstrate that the TD-LTE radio network planning based on Game Theory satisfies the requirements of TD-LTE system construction.
