As a command and control center of marine traffic, VTS plays an important role in improving the efficiency of vessel traffic, vessel navigation safety and maritime communications. With the increasing density of maritime traffic, the better traffic organization and communication capacity of VTS is required, the more water coverage and the better communication quality are the new development object of VTS. In VTS, VHF communication subsystem is responsible for voice communications between the vessels, as it uses microwave to transmit voice signals, the communication range is limited, and the signal may be interfered more susceptibly, the communication quality may be also poor. Therefore, the traditional VHF communication subsystem can not meet the development needs of VTS.To resolve above problems, such as the limited coverage and the vulnerable interference of communication quality, and improve the communication ability of VTS to meet the future development of maritime traffic, in this paper, a VoIP-based VHF communication system is presented. In this paper, VHF transceiver terminal is connected to VoIP network by the voice adapter; And the VHF communication interactive panel is designed, through this panel, the remote control of VHF communication system can be realized on a PC; In Visual Studio 2008 platform, VHF voice record and reproduction are achieved by software programming.The VoIP-based VHF communication system can greatly extend the coverage of VTS communication, realize the remote watchkeeping by operators in the VTS center, greatly improve communication quality between the VTS and vessels, realize digital exchange of VHF system information, digital control and management of voice communication, more efficiently voice record and remote reproduction and improve the flexibility of voice control and management, the designed system has a higher theoretical and practical value.
