Development And Application Of The Assessment Online System Of Science & Technology Plans Based On The B/S Structure

With the rapid development of modern information technology which has deeply and widely applied, the automation of the government modern office work has came true. The connection of Internet and Government office LAN especially offers abundant resources for a informationalized and paperless government office.To solve the drawbacks that informations need to be filled in by hand and made repeated revisions or print, a new and key work plan was formulated on the changchun working conference of Science and Technology,2009, that is, enhancing the basic technology supply and improving the establishment of information resources platform in the following three years, so that all technoloby programs can be declared to changchun Science and Technology Board on line through this network.It's an urgent problem to established a online information management model which is a comprehensive system contained functions such as declaration handing,storage and approval, by use of computer program and database management. One of the most important foundation of Netfile model is the system design and application evaluation. Thus, it's meaningful to develop the research of the assessment system of technoloby netfile based on the B/S structure.This paper adopts LAMP technology and a object-oriented design method, developing a real-time and alternanting application platform based on B/S structure, which contains the management of registered information,project,experts,evaluation,acceptance,and statistics. The system chooses the most widely used Broser/Server(B/S) model, and all the applications and datas store in their servers respectly. Declaring units,operational functions and experts can complete declaration,first trial,evaluation data sharing and statistics analysis about a technology program in different time and work place.The establishment of this system has great significance. First, a formal and unified technology program management platform has set up in the internal department of science and technology, consequently it not reduces the department's cost and difficult, but make the management more formal and effective. Second, evaluation in different work place through this system also avoids the influence from the outside world and the different opinions from experts, thus it ensured the work can be fair and impartial. Third, the comprehensive system makes information interaction more timely and datas statistics more precisely, improving the technology management come to a new stage.Proved by application, the science and technology netfile system which based on the B/S struture possesses outstanding features, such as high efficiency and stability, simple and easy operation, strong expansibility etc. The new system exactly meets the needs of technology department and the declaring unit in actual practice.
