With the development of broadband networks and the people of the increased demand for video content, it is very significant to research a reliable and efficient video transmission system. Scalable Video coding is one effective video coding method with scalable functionality. The scalable characteristics of SVC determines only once code, can meet the needs of different terminals. In a certain packet loss rate or congestion network, Different terminals in a certain period of time may not receive all streams, How to ensure that different quality of service for end users is the greatest challenge, Among them, the transport stream order and stream data packet format are two key issues of video transmission method. Reconstruction of the video image quality is affected by the network packet loss rate of the channel. When the packet loss rate increases, the reconstructed image quality will be significantly decreased. Existing transmission method for SVC-based provides the stream sorting and packing method can not meet the needs of network video system, In order to ensure quality of service of SVC video stream, Need an effective technical method on the video stream for effective post-processing, to improve the robustness of video transmission.This paper studies the use of JSVM, focuses on video coding post processing algorithm for SVC-based coding. This is 3D fine granularity priority ordering method for scalable video bit stream. The method arranges the SVC coding layers according to their rate-distortion (RD) characteristics from three aspects of spatial, temporal and SNR within a group of picture (GOP), so that the optimal reconstructed video quality can be obtained when a certain number of packets are correctly received at the decoder. In this paper, the algorithm was implemented with C program language, and done a lot of simulation. Simulation results show that the proposed method can effectively improve the reconstructed quality of SVC bit streams compared with existing methods.
