With the rapid development of the Internet and the rapid increase of computer processing capacity, multimedia applications are well penetrated into people's lives such as interactive video services, video phones, distance learning and telemedicine. And the Internet today is an Integrated Transmission Network which integrates data, voice, images and other multimedia information. Video Streaming media is growing rapidly and getting into the lives of ordinary citizens. So, video applications will also become the main applications of the network. Smooth and reliable transmission of video streaming media has become the challenges facing the communications sector.Therefore, video coding and video processing technology has become a hot research in recent years. The application of video streaming has also accelerated the video coding development. The MPEG series and H.261 to H.264 series of video coding standards have also been used in many domains. Especially the latest standard H.264 has been the key point of research.Facing the problems of video streaming on network, such as great data quantity, change of bandwidth and lose of packages, the scalable coding is a good and effective method to solve these problems. It provides a good solution for video communication in heterogeneous network and the wireless network. According to network bandwidth conditions and the ability of its own decoding, users can perform the decoding.This thesis introduces the development and characteristics of the H.264/AVC standard, and focuses on the integer transform and quantization. It also introduces variety of the scalable coding and their improvement strategies. To further improve the efficiency and flexibility of the SNR scalable coding, this thesis is on the basis of "Reduction bit-rate of video compression method base on regions of interest" research results, applies it to the new generation of Video Coding Standard H.264/AVC, and realizes the SNR scalable coding. The method can improve coding flexibility under the condition of ensuring subjective video quality effectively.Using Visual C++ 6.0, this thesis designed and realized "the reduction bit-rate of video compression coding method" based on the H.264/AVC. And also we designed "the SNR scalable coding base on regions of interest". In basic layer, we encode the different regions in an image with different quantization step. The enhanced layer can be used to enlarge the regions of interest or improve video quality of other regions. Studies show that: the improved SNR scalable coding method in this thesis is the amelioration of the traditional scalable coding technology. When forced to lower the bit-rate of video, it can effectively protect the subjective quality.
