With the development of the technology of multimedia and networking, text and void communication via Internet can not meet the requirements of the people. People need a new communication that can transmit text, void and video.It developed after telephone, telegraph and fax. Now Videoconference, an application of multimedia communication, applies networking technology and multimedia codec to realize a virtual conference. Through videoconference, people who are not in the same place can communicate freely and effectively with each other. As the rapid development of the IP packet switching networks especially the Internet, the technology about IP has made tremendous development. IP-based video conference system of the exchange network because of it's low cost, interactive powerful and more in common with the characteristics has replaced the traditional television and telephone conference.It has become an ideal choice exchange through the long meeting. The video conference realized a point-to-point video conference system using RTP/RTCP as media control protocol, H.323 standard as audio codec, H.263 standard as video codec.The paper puts forward guiding principles for Tianjin Port to build Multimedia Conference System through analyzing the requirements, designs a complete plan and builds a system of Multimedia Conference System based on the applications status and existing problems of the original Multimedia Conference System. Multimedia Conference System in the paper could be divided into two parts:one is Hi-definition Conference System which analyzes the current situation and weakness of the existing Video Conference and then design the plan for updating the system and give the requirements for selecting the equipments and the other one is Multimedia Conference System which realizes multiple modes to get into the conference system and the information sharing and also realizes combination of telephone system and video system and RTX. The plan in the paper is applied to and checked during the process of building Tianjin Port Multimedia Conference System, and provides advanced conference communication platform.
