With the establishment of the province-wide police security video chain of commands,the public security departments at all levels make increasing demands continually on high-definition and real-time video effect. The IP video conferencing terminal system is becoming an important guarantee for the smooth running of the security commands system. However, as a PC-based video terminal uses H.264 protocol for high-resolution images, the hardware system is difficult to solve the problems of slow video processing. And it can not guarantee the real-time images.Coming from the demands for improving the qualities of video transmission in the IP video conferencing system of the public security departments, a design and implementation method of video terminal is discussed. After analyzing the existing ways to realize H.264 protocol, the lack caused by using PC-based video terminal to realize H.264 protecol is to be pointed. At the same time, the reasons to enhance coding of video frequency used by the DSP chip of TMS320 DM357 is analyzed, the hardware design and software optimization of the terminal based DSP TMS320 DM357 are offered, a adaptation demands and high performance terminal is designed and realized.On the hardware designs of the terminal, enhancing the system running rate is taken as the center, the design proposal of the hardware platform based on DSP DM357 is proposed. A high handling ability extremely DSPDM357 chip is selected. And a storage structure is designed to enhance access speed. A detailed design and realization of the hardware platform is given.On the software optimization of the terminal, enhancing the system running rate is taken as the center equally. Optimized designs of the system movement software and H.264 codes based on DSP DM357 are put forward separately. And for the questions about H.264 coding software and the hardware platform based on DSP DM357, the memory structures, code structures, operation sentences and the instruction execution are adjusted. Optimization based on DSP DM357 are put forward. On the premise of keeping image clarity, the video frequency code speed is enhanced to guarantee real-time video datas transmission.Finally, video frequency codes optimization effect is effectively verified through simulation tests in this thesis. The result proof is effective on the hardware design and the software optimization of the terminal. The design goal of the paper is achieved.
