Mobile Spatial Information Service can provide spatial information services related to location or specific location anytime and anywhere. In recent years, GIS technology is applied to various industries more and more, GIS technology is now applied to serve the public from only initial application in the development of special areas, the demand for the spatial information are increasing. Especially with the rapid development of PDAs, smart phones, tablet PCs and other mobile devices, the support of embedded technology and wireless communication technology, mobile spatial information service has become the development hot spots in the GIS field. Currently, many companies have launched mobile spatial information service platform, but these platforms don't have uniform norms and interface, the sharing of data and service have become a bottleneck. Therefore,this paper relies on the national 863 project "Moving Target Adaptive Location and Monitoring Technology based on three-dimensional scene", selects the topics " Design and Implementation of Mobile Spatial Information Service Module based on Open Architecture " to research.Firstly, the paper studies and Analyzes mobile spatial information service system characteristics, architecture, service model, technology system and related technology, which provides a technical basis for next development. Secondly, the paper designs an open mobile information service system architecture, the architecture is composed of business logic, functional plug-in layer, communication layer, the service interface layer and data layer. The system uses client/server structure, the client uses "plug-in" system software architecture to build in order to achieve the unlimited expansion of system functions. The server side is divided into the map server and application server, the map server published WMS, WFS mapping service line with OGC specifications, the application server designs interface in accordance with OpenLS specification, in order to meet the standardization of data, achieves the sharing of data and services. Client and server use XML as information coding, transport data via Http protocol. At last, according to the design, the paper uses Windows Mobile platform, C # language for the prototype system experiments, the system achieves basic map operating functions and some location services in the form of"plug-in".The paper applies "plug-in" to mobile phone terminal, in Accords international OGC standards in server access interface. Experimental results shows that the design is feasible and meets the open, standardized requirements.
