The rapid development of the Internet marks the coming of a new era. Utilizing the Internet to teach is substantially bringing great concerns. The Network teaching platform is strikingly distinct from the traditional teaching, which largely enriches the teaching methods, expands the teaching space, and is the most important field in the future teaching development. Consequently, developing the high quality Network teaching platform in the network environment is a crucial issue during the process of our educational reform and development. Now, network teaching is to be More and more widely used in the modernization of higher education, online teaching has already become very important component of some traditional colleges and educational system of online school. As a new approch to teaching instruction, online education makes full use of the latest computer technology, network technology and multi-media technology, etc. It gives full play to the advantages of information technology and also makes the display of teaching material is becoming more and more flexible and vivid and overcomes the limitations of space and time, at the same time there are the most flexibility and interaction in it. Online education is the most powerful tools to support the students' self study way under the guidance of new style instructor, while completing an online teaching assignment on the online teaching platform circumstance must become the most popular technique nowadays. Online teaching platform is used of the educational technical and network technical ways to construct a online teaching circumstance which combine with the thinking of the educational theory. The development of platform need a interacted, opened and accessible circumstance and provide a tool support to the students and teachers in online teaching and learning activity, which would gain the most quality profit form it, providing a good platform for the students to carry out exploring learning and self-study. It puts'the main point in network teaching platform's need, technology and reality. At first, it analyses the requirement from the students, teachers and network administrator who are three kinds of users in online teaching platform. According to the role of design thinking, introducing unified identity authentication and authorized management. Teachers, students and administrators would enter the only one entrance. To confirm the user interface and access-rights restriction according to users' identify and provide personal service for users. In the next place, this article tells us about the technology methods of develop the online teaching platform, at the same time mainly introduces three levels B/S model based on web online teaching platform. Finally, it analyzes the reality of practice online teaching platform and bases on the four parts to analyze the main functions of the implementation code and structure of a program.The design which employs the JSP website development technology, and Java as the development language, is guided by the constructive theory. This platform can make resources uploading and downloading,students management,online Q &A and other functions come true. Teachers and students can make active teaching interaction through this platform which aims at making great contributions to our region's teaching and administration.
