Recently,computer network technology make the learning revolutionaries . This promotes the educationalist to use a new instructional ideology and form, organize, direct classroom instruction. Instructional design for curriculum is the important practical area in the revolutionary wave of tendency. It is directly related to the quality and profit for the instruction.UDI (Universal design for instruction) is a new concept in education in recent years. It develops the access learning environment without obstacle for disabled learner. It integrates the multi-media digital technology, web platform, and tries to set up a universal instructional model. It would satisfy the various learning needs in different styles, and maximize learning opportunities for every student. It draws on brain and media research to help educators reach all students by setting appropriate learning goals, choosing and developing effective methods and materials, and developing accurate and fair ways to assess students'progress. The concept of UDL is the intersection where all our initiatives-integrated units, multi-sensory teaching, multiple intelligence, differentiated instruction, use of computers in schools, performance-based assessment, and others---come together. It will be to advise, guide, and encourage students wading through the deep waters of the information flood. Educators will thrive as mentors, tutors, backseat drivers, and coaches. They will use the best language and behavior skills through the educationally crucial tasks of processing information: Analysis, problem solving, and synthesis of ideas. These are the heart of education, and these are the activities on which our time can best be spent.Learning style, learning environment, meta-cognition, brain science research provide the theory foundation. Web tool provides the material and platform, and create a dual-interactive, universal collaboration, communication, sharing space. Blog, WiKi, Podcast, Rss, play the important roles in assisted tool and extending learning, and promote individual learning and learning community. Blackboard-based WebCT course is the successful case which integrates the Web tool with curriculum in America. But it still has many problems. I designed the questionnaire of application of Web tool and UDI in instruction, and do the investigation among the teachers and students. I hope discuss these practical difficulties and discrepancies with the experts and learn the experiences from American education. We can compare and summarize the common points between Chinese instruction and American instruction, then providing some suggestions for the effective using in instruction area.
