Anonymity is an important measure to ensure the privacy, but controlling abuse is as important as protecting the anonymity of legitimate users. To address two open problems in avaliable conditional-anonymous system, this paper proposes a novel design called Controllable Anonymous Connection Layer(CACL).CACL model bases on the group-signature mechanism,it deals with anonymity-control at a TCP-level,and can provide controllable anonymous connection for various application;CACL can also be integrated into exsiting anonymous network to achieve anonymity-control-enabled system.Paper describes the design of our CACL model and system architecture, and discusses the CACL connection-establishing protocal in details;and then paper realizes the bbsO4 group-signature mechanism and makes the implementation-demo of the CACL model using the bbsO4 mechanism, later a design for implementation of CACL protocol in web called httpc is introduced. We have also analyzed that the security performance of CACL protocol and discusses two applicaiton cases of CACL at last. Our results show that the implementation-demo of CACL can achieve a similar runtime performance and signature-length comparing with some famous security protocol and public key cryptography. We also have proved the good security performance of CACL protocol.
